Announced the Plan to Promote the Investigation of Soil Pollution Assessment and Testing Regulations for Business Land (2022)

Absrtact	The objective of this project was to assist the Environmental Protection Administration (EPA) to promote activities related to Articles 8 and 9 of the Soil and Groundwater Pollution Remediation Act (hereinafter referred to as SGPRA). The following tasks were implemented in the project: 1. To analyze the current regulations, draw up the drafts of enterprises categories, Pollution Assessment Investigation and Inspection Process Management Regulations,and Standards of Review Fees. To promote the amendment of Article 6 and Article 13 of the Measures for Personnel Management, and evaluate the impact of changes in the laws and regulations of the competent authorities. 2. To develope draft of 2 supporting documents and data sheet format revisions for updates. To establish the process of re-registering and on-the-job training, and complete registration and verification of 7 on-the-job training courses. 3. To propose business management indicators for performance appraisal of local govertments, and adjustment suggestions of professional engineer certification check forms and scoring standards To plan procedures of audit of professional engineer certification for local govertments, and hold a meeting for implementation. 4. To upgrade the current on-line reporting platform, including adding the “Information Management System of Soil Pollution Inspection on the Land Publicly Designated Industrial Land” and “Soil Pollution Assessment Investigation Personnel Management System” forms and functions. To provide system operation consultation for 118 cases. 5. To hold 3 regulations explanation meetings that total 241 people have participated, inclouded land owners, land administration agents, real estate brokers, real estate appraisers, financial institutions and competent authorities. 6. To assist registration and re-registration of 46 assessors and to approve 21 training courses with a total of 99 hours. To make 2 kinds of graph cards for propaganda.
